In December 2008, the British Council organised a 12-day study visit to the UK and Germany for the Ministry of Civil Affairs of China (MoCA) to look at the models of cooperation between government and the third sector.

The study tour was funded by the EU-UNDP Governance for Equitable Development project, and the specific focus of  the UK leg is the institutional and legal framework governing the UK's third sector and the COMPACT model (the agreement between the government and the voluntary and community sector).
